The product that you mentioned is a Regulator Board for xBee modules.

It acts as a Breakout for xBee modules (xBee has a pin pitch of 2mm, which is not common). It breaks out these pins in standard 2.54mm spacing (0.1" BreadBoard friendly). Also, it has a LDO voltage regulator to step down the incoming 5V signal to xBee compatible 3.3V supply. Plus, it level shifts the Din, Dout pins from 3.3V to 5V and vice versa.
